Pedal steel intonation cascades: each pedal raises (or lowers) one or more strings by a fixed interval measured from the open pitch. Tune the open strings a cent flat and every A-pedal, every knee lever, inherits that error. A 0.1-cent strobe gives every harmonic its own rotating ring, so the open string and its overtones show together and the reference is genuinely in tune before you touch a pedal. Needle tuners, which average a decaying or beating tone, leave you guessing by whole cents.

The C6 neck is C2, F2, A2, C3, E3, G3, A3, C4, E4, G4. These are the open references only; pedal and knee-lever alterations are set mechanically afterwards. (Players often tune slightly sharp of A440 - "daylight" tuning - but the preset uses A=440 as the reference.)
Tune each open string by winding up to pitch from below so the gears settle and the string does not slip flat. With 10 strings per neck and a rotating harmonic ring for each overtone, you can confirm the whole neck quickly. When the rings stop moving together, the string is in tune across its spectrum - not just at the fundamental.

Why does pedal steel need such an accurate tuner?
Because the pedals pull strings by fixed intervals from the open pitch. If the open strings are off by a cent, every pedal change inherits that error and chords beat. A 0.1-cent strobe sets the open reference accurately enough that the mechanical stops land in tune.
