A cent is simply a small unit of pitch: 100 cents to a semitone, 1200 to an octave. That is all you need to read an accuracy spec - a tuner resolving to 0.1 cent shows pitch ten times finer than one that reads to whole cents. Can a person hear a 0.1 cent difference?
