A luthier's work is difference-measuring. Whether you are comparing the 12th-fret harmonic to the fretted 12th to set saddle compensation, comparing the open-string pitch to the first-fret pitch to diagnose nut slot height, or comparing the 5th fret to the 7th harmonic when levelling frets, in every case you are watching for a fraction of a cent of difference between two readings, often while the string is still settling.
A needle tuner that resolves to 1 cent cannot show that difference cleanly. Half the saddle turns you make will move the pitch by less than the tuner can display, so you adjust blind. A strobe reading to 0.1 cent on screen shows every saddle move as a visible drift on the harmonic rings, and because the harmonic rings stop moving when the note is in tune, you can read the result while both hands are busy with a screwdriver or a file.
Three setup tasks depend on a steady, fine-grained tuner.
For all three, the multi-harmonic view is what does the work. If the fundamental reads in tune but a partial is off, you are looking at a string or fret problem, not a tuner problem.
True Temperament fretboards bend the equal-tempered grid into something sweeter in any key. The Swedish True Temperament system is the best known, but several luthiers now offer their own compensated-fret designs. To set up a True Temperament neck you need a tuner that can read the intended offsets directly, otherwise you will fight the frets all day.
